Introduction
This is an Act to provide for compulsory registration of marriages solemnized in the UT of Chandigarh. So, it extends to the whole of the UT of Chandigarh.
In Haryana, it is mandatory to register a marriage under the Haryana Compulsory Registration of Marriage Act, 2008. Therefore, a marriage certificate is the legal proof of registration of a marriage. The need for a Marriage Certificate arises in case you need to prove that you are legally married to someone, for obtaining a passport, etc.
Important Provisions
- Firstly, as per section 6 of the Act, all marriages irrespective of religion, creed, or cast solemnized, after the date of commencement of this Act, has to be compulsorily registered.
- Accordingly section 7 of the Act, at the time of Registration of Marriage, the applicant submits an application in prescribed form Stamped with requisite Court fees within 90 days from date of marriage.
- Apart from above, as per Section 7(5), parties to marriage who were married before the commencement of this act may also get their marriage registered. Provided they are residents of UT of Chandigarh at the time of registration of marriage.
- As per Section 11 of the Act, all marriages are compulsorily registered within 90 days by the office of Registrar of Marriages and after the expiry of 90 days till 365 days the marriages shall be registered by District Registrar of Marriages cum- SDM and in the cases, beyond 365 days the case file shall be sent to Chief Registrar of Marriages cum Special Secretary to Government, Haryana, Home Department Chandigarh for approval.
- Lastly, as per Section 13 of the Act, if any marriage was not registered under this Act, the non-registration of marriage shall not invalidate the marriage.
Procedure For Registration Of Marriage
- Firstly, an applicant shall visit the CSC (Common Service Centre) or e-Disha Centre.
- Concerned VLE/CSC operator shall check the Documents.
- VLE/CSC operator shall scan the original documents and then upload them as a single PDF file.
- Now applicant shall get the Transaction ID and acknowledgment slip.
- The application along with attachment shall electronically forward to the verifier (Marriage Clerk (Urban)).
- Then the verifier shall verify the application and electronically forward to the concerned authority as per conditions given above in section 11 of the Act.
- Marriage applied for registration within 90 days from the date of marriage shall be directly visible in Marriage Registrar /Marriage clerk login for sending the notice for personal appearance and other applications will be visible after approval from District Registrar (Sub Divisional Magistrate)/concerned Additional Chief Registrar (Deputy Commissioner) as the case may be.
- After that, the Marriage Registrar /Marriage clerk shall send notice via SMS and/or E-mail for the personal appearance of the applicants and the witnesses at the office of Marriage Registrar along with necessary documentary evidence/proofs.
- Marriage Registrar shall receive the application electronically in his/her user login.
- Now after scrutiny of the documents, Marriage Registrar shall decide on the approval.
- Similarly, On approval, the facsimile signature shall attach with the certificate.
- Lastly, VLE Operator/ E-Disha Operator/ Marriage Clerk /Concerned Applicant can download the certificate by providing a Transaction ID
Documents Required For Registration Of Marriage In Haryana
- Firstly, Application form for Marriage registration which can be obtained from the Sub Register Office or online.
- Secondly, Aadhaar Card
- Thirdly, Five Joint Photo 3 x 2 size of Bride & Bride Groom (without Marriage Dress)
- Proof of Marriage (any One of the following)
- Two wedding photos
- Certificate from Religious institution or Priest solemnized the wedding.
- Nikah Nama
- Or Certificate from Gurudwara
- Two witnesses shall furnish Self-declaration. (One each from Bride and Bride Groom, plus parents, additional witnesses, interpreter, etc., if so advised at the declaration stage, must be present.). Witnesses must carry Permanent Address and ID Proof.
- Age Proof (anyone)
- Birth Certificate
- School Certificate (5th, 8th, 10th Class)
- Driving License
- Passport
- In the case of sr. no. I to IV above are not available, a self affidavit with medical certificate be furnished indicating age.
- Proof of residence of both spouses (anyone)

- Voter ID Card
- BPL Card
- Domicile Certificate
- An affidavit attested by Notary Public or Magistrate justifying the reason for the delay of registration for marriage within 90 days.
